Can I cover my popcorn ceiling with foam tiles?

I have ceiling with popcorn. Talked with several so called specialist with dry walls and they all told me that
they have to scrape it all down 9 a very dirty and messy job0 asking 2 K$$ and then put a new layer of drywall etc.
They would need 4 days minimum to do it and then when it is dry I could paint it.

I came across info that Popcorn ceiling can be covered with certain special type of wall paper or styrofoam tiles.
Few expressed doubt that ceiling wallpaper or tiles will hold on for many years. Apparently they fall after a while since they need smooth surface to hold on to on the ceiling.

I have been at this dilema for several years and have not found a person who could guarantee that ceiling tiles will hold.
I went to see a house where they had it done and true few tiles are hanging with space under the tile about 2 inches down form ceiling

If you have a knowledge about this problem not just opinion would appreciate.
Would also like to have your recommendation what type of ceiling types you have and what would you recommend for painted ceiling with popcorn.
